Francisco Domenech

Francisco J. Domenech, Esq. is the Managing Partner of POLITANK*, a government affairs law fim specializing in developing strategies to best represent private interests before governmental forums.

Mr. Domenech is a former Director of the Oce of Legislative Services of the Puerto Rico Legislative Assembly (the “OLS”), the local legislative equivalent of the U.S. Congress’ Congressional Research Service.  He served in that capacity from June 2005—when he was appointed jointly by then Puerto Rico Senate President Kenneth McClintock and Puerto Rico House of Representatives Speaker José Aponte—until December 2008, when he rejoined private practice.  During his tenure as Director, Mr. Domenech streamlined the status of 130 employees, expanded the services provided by the OLS’ Legislative Library, including access to the blind and the physically handicapped, participated in the consideration of over 800 pieces of legislation, and managed a budget of $11 million, turning surpluses during three fiscal years.  Prior to heading the OLS, Mr. Domenech was the Puerto Rico Senate President’s Chief Legal Advisor.  He was in charge of providing legal advice, and representing the Senate’s interests before the courts.  He managed all in-house counsel work, and supervised the outside counsel retained, including the Senate’s lobbyist in Washington, D.C.  His duties also entailed review of legislation, as well as preparation of memoranda of law addressing a wide range of issues, from administrative to constitutional matters.

Mr. Domenech is a twice graduate of the University of Puerto Rico, Rio Piedras Campus, from which he obtained his Bachelor of Arts degree in Political Science and his Juris Doctor degree.  Mr. Domenech was President of the General Student Body Council during the 1999-2000 academic year, at which time he also served as an Academic Senator before the UPR Rio Piedras Campus Academic Senate.  Prior to that, from 1998 to 1999, Mr. Domenech served as the Student Body President of the UPR's College of Social Sciences.

Mr. Domenech has been a member of the Democratic National Committee since 2007, when the Young Democrats of America’s National Convention elected him as its Democratic National Committeeman.  A Superdelegate to the 2008 Democratic National Convention, Mr. Domenech was appointed by Senator Hillary Clinton to Co-Chair her presidential campaign's Hillblazers, a national network of young professionals and students.  He also served as the Deputy State Coordinator of Sen. Clinton's successful primary campaign in Puerto Rico, where she polled a 68-32 margin victory over Sen. Barack Obama in the June 1, 2008 presidential primary.

Mr. Domenech is admitted to practice before the courts of the Commonwealth of Puerto Rico; the U.S. District Court for the District of Puerto Rico; the U.S. Courts of Appeals for the First Judicial Circuit, the District of Columbia Circuit, and the Federal Circuit; the U.S. Court of International Trade; and the U.S. Supreme Court.
